What is involved in the setup and onboarding of users in Expense Management?

Expense management user permission involves three related function roles.

Individual users can be assigned just one of these roles, but in practice they’re often given multiple. This reflects the reality in most organizations; people frequently hold more than one responsibility. For example, a sales manager may need to approve their team’s expenses while also submitting their own.
